PUBLIC NOTICE IS HEREBY GIVEN that a local special bond election will be held in Provo City, Utah (the 'City'), at the same time as the statewide regular general election, on Tuesday, November 6, 2018 ('Election Day'). The voting centers will be open on Election Day from 7:00 a.m. to 8:00 p.m. Information regarding the election can be found at the Statewide Electronic Voter Information Website (https://vote.utah.gov). The website of the election officer for the local special bond election is utahcounty.gov/elections; the election officer will post on such website the location of each polling place for each voting precinct, each early voting polling place, and each election day voting center, including any changes to the location of a polling place and the location of an additional polling place. In addition, voters may call (801) 851-8128 to obtain information regarding polling locations.

Shall Provo City, Utah be authorized to issue General Obligation Bonds in a principal amount not to exceed $69,000,000 million and to mature in no more than 20 years from the date or dates of issuance of such bonds for the purpose of paying all or a portion of the costs of:
acquiring, constructing, and equipping in the downtown area a new police and fire headquarters, emergency dispatch center, and city hall; acquiring, constructing, and equipping a new fire station to replace the fire station on Canyon Road; and providing for related improvements in Provo City; and, to the extent necessary, for providing moneys for the refunding of general obligation bonds?
Property Tax Cost of Bonds:
If the Bonds are issued as planned, without regard to the taxes currently levied for outstanding bonds that will reduce over time, an annual property tax to pay debt service on the proposed bonds will be required over a period of 20 years in the estimated amount of $119.80 per year on a $265,000 primary residence and in the estimated amount of $217.82 per year on a business having the same value.
The City has other outstanding bonds for which a tax decrease would occur upon the retirement of such bonds, which may not occur if the proposed bonds are issued.
The foregoing information is only an estimate and is not a limit on the amount of taxes that the City may be required to levy to pay debt service on the bonds. The City is obligated to levy taxes to the extent provided by law in order to pay the bonds. The amounts are based on various assumptions and estimates, including estimated debt service on the bonds and taxable values of property in the City.

The special bond election will be administered mainly by mail. Voters are not required to apply for a mail-in ballot for the election. The election officer will mail to each registered voter within the City a ballot and a business reply envelope. If a voter fails to follow the instructions included with the ballot, the voter will be unable to vote in the election except at the voting centers.
As an alternative to voting by mail, voters may visit any of the following voting centers and cast a ballot on Election Day:

In order to vote in person at the election, you must present valid voter identification to the poll worker before voting, which must be (a) a valid form of photo identification that shows your name and photograph, (b) a valid tribal card, whether or not the card includes your photograph or not, or (c) two different forms of identification that show your name and current address.
There is to be no special registration of voters for the local special bond election, and the official register of voters last made or revised shall constitute the register for the local special bond election, except that all persons who reside within the City and are registered to vote in the statewide regular general election held on Election Day shall be considered registered or eligible to vote in the local special bond election. Registration lists or copies of such lists will be available at each of the above-described polling places for use by registered voters entitled to use such voting place.

NOTICE IS FURTHER GIVEN that on Friday, October 19, 2018, at 12:00 p.m., in the County Clerk's office at 100 E. Center Street, Room 3600, Provo City, Utah 84606, there will be conducted a demonstration of the logic and accuracy testing of the voting devices to be used in the local special bond election. This test is open to public observation in accordance with the provisions of Section 20A-3-201 of the Utah Code Annotated 1953, as amended (the 'Utah Code').
NOTICE IS FURTHER GIVEN that on Friday, October 19, 2018, at 12:00 p.m., in the County Clerk's office at 100 E. Center Street, Room 3600, Provo City, Utah 84606, there will be conducted a test of the automatic tabulating equipment or other apparatus to be used to tabulate the results of the November 6, 2018 local special bond election to be held in the City on the issuance of $69,000,000 of general obligation bonds described above. This test is open to public observation in accordance with the provisions of Section 20A-4-104 of the Utah Code.
NOTICE IS FURTHER GIVEN that on November 20, 2018, that being a day no sooner than 7 days and not later than 14 days after the local special bond election, the Municipal Council of the City (the 'Council') will meet at its regular meeting place of the Municipal Council in the Municipal Council Chambers, Room 200, 351 West Center, in Provo City, Utah, and will canvass the returns and declare the results of the local special bond election during the Council meeting that begins at 5:30 p.m.
Pursuant to applicable provisions of Sections 11-14-208 and 20A-4-403 of the Utah Code, the period allowed for any contest of the local special bond election shall end 40 days after November 20, 2018 (the date on which the results of the election are to be canvassed and the results thereof declared). No such contest shall be maintained unless a complaint is filed with the Clerk of the Fourth Judicial District Court in and for Utah County, within the prescribed 40-day period.
